Bug#593889: kdebase-workspace: Global key actions like Alt+Tab or Strg+F2 do not work

Since some of the last updates to version 4.4.4 all my global key shortcuts
do not work anymore, e.g Alt+Tab to switch between windows, Ctrl+F1 etc to
switch the desktop or F12 to start the yakuake terminal.
KDE keyboard layouts are disabled, but enabling the do not change the
behavour (System Settings -> personal -> Country/Language -> keyboard
Layout)
I use an Sun Type6 USB keyboard, xev repotrs the key presses correctly.
A very strange observation is, that the key shortcuts work - but only for one
time directly after KDE login. An example: Yakuake is automatically started
after login. When it is ready i see an notification "Press F12 to open Yakuake"
and then i can press F12 to open it. But after this on press no global keys work
anymore. It does not work too when i login and focus some other window -
pressing F12 afterwards does not start yakuake anymore.
