I tried this, but I couldn't reproduce it. The user list appears just fine.

1) Make sure that you restart kdm after changing the settings
(invoke-rc.d kdm restart).
2) Make sure that /etc/kde4/kdm/kdmrc gets modified when you change
settings. For the user list option, it should say "UserList=true"
somewhere, iirc.
