Bug#537408: eigen2: please support nocheck in DEB_BUILD_OPTIONS

Building and running the test suite is a very big chunk of the overall
eigen2 package build.
Thus, making it possible to skip building and running the test suite
is desirable for people who just want to rebuild the .deb without
running the test suite, as can be made possible by adding
DEB_BUILD_OPTIONS=nocheck to the environment.
