Bug#523094: kde4: system settings - missing administrator mode button

I installed kde4 from unstable, and the 'System settings'
is missing the administrator mode button.
Hence I cannot configure kdm.

The manual says:
"Note
If you are not currently logged in as a superuser, you will need to click the Administrator Mode... Button.
You will then be asked for a superuser password. Entering a correct password will allow you to modify the
settings of this module."

But there is no such button (see attached screenshot).
