Bug#520977: kdelibs: no distribution license for several files

While working on #520485, I noticed that we are distributing several files for
while we don't seem to have a distribution license. 

kio/kssl/kssl/{cert_bundle,certbundle_Makefile} say:
Copyright (c) 1998 Ralf S. Engelschall, All Rights Reserved.

If all rights are reserved and there is no other indication of a license to
distribute, we should not be distributing these files.

cert_extract.c also looks suspicious, and someone needs to verify its origin.
