Does it help if you press the maximize button twice?  Trying it only
once did not actually maximize the Emacs frame in my tests, only
bringing it close, but not quite up to, full size (watch the
maximize/resize button).

I could not reproduce this in non-GTK builds of Emacs, but it is there in
both emacs22-gtk and emacs-snapshot.

Hm, I cannot reproduce the problem with my normal window manager,
IceWM.  OTOH, other applications don't show the problem under kwin
either.  There is an entry in KDE's bugzilla about a similar issue, see
https://bugs.kde.org/show_bug.cgi?id=158974.

Maybe the Debian KDE maintainers (CC'ed) have some more insight.
