Bug#501806: kdebase-bin: kstart --alldesktops sets all other open windows to all desktops, but not started app

Using openbox, not kde; when trying to use kstart --alldesktops from the command line, all
existing windows are set to all desktops, but oddly, not the application being started with
kstart. Even minimized applications are brought back to the desktop and made sticky to all
desktops.
