Hi,

could you take a look at bug #468191:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=468191

and try the workaround:
kcontrol -> Desktop -> Windows Behavior -> Advanced -> Active Desktop 
Borders -> Only when moving windows
