Sorry, but this is definitively a violation of the debian policy;
missuse of recommend.

The fine granular dependencies are the (one of) power of the debian
package management. So missuse of it make it not usable anymore. So I
think the severity is really serious. (The package might working fine.
But it poisons the debian dependencies.)
