Bug#448643: kmail: fails to notice daiylight saving changes.

In Europe Dayligh Saving did change last week-end. I usualy let kontact run for longer times so it was running
since the week before.
Today I got noticed by a friend, that I was still sending emails with timestamp UTC+2 and one hour in future
instead of UTC+1.
'date' did show the right time, so did the clock in the kde pannel. But still kontact did not seam to have got
the time change.
After restarting kontact also kmail started sending emails with the correct time in the header.
