Bug#440048: get new panel backgrounds button

I'd like to have a button in kcontrol on Desktop->Panels->Appearance
which opens a window like the one for downloading wallpapers; "Get New
Wallpapers - KDE Control Centern" just for kicker-backgrounds instead of
wallpapers.
