FWIW, I can completely confirm what you're reporting.  When running
"konqueror about:blank", I get a blank konqueror window as requested,
but I get an unusual set of toolbars and most menu entries are grayed
out.  The entire content of the Window menu and View menu are grayed
out.  Konqueror still seems to think it's in the Web Browsing view
profile, but it's definitely different from the configuration I'd get if
I just ran "konqueror".
