mmm, I got once a similar problem and it was due to some corruption in the
filesystem. Could you look the output of:
stat /usr/share/apps/khtml/kpartplugins/minitoolsplugin.rc
and ls -alrt /usr/share/apps/khtml/kpartplugins/minitoolsplugin.rc
and see everything is ok?
