Bug#413008: atlantik: "Roll dice" button and menu entry remain enabled after game ends

The "roll dice" toolbar button and menu entry remains enabled after the game
ends. Clicking one of them produces an error message indicating that you
can't use it because the game has ended. Atlantik should just disable the
button and entry when in the "game ended" state.
Quickest way to reproduce this bug:
* Have one player create a game.
* Have another player join the game.
* Have the first player start the game.
* Have the second player quit the game.
* The first player wins, but "roll dice" remains enabled, both on the toolbar
and in the menu.
