Bug#406739: kruler: Measurements are wrong

Severity: important
The distance between the "0" on the scale and kruler's arrow cursor is
measured wrongly. The value displayed includes the distance between the
"0" and the outer border of the kruler window, which depends on the
window manager's settings for border/handle width and title bar height,
respectively.
So with fvwm's default border/handle width of 7 pixels and the horizontal
kruler shown (with "0" on the left side), the distance shown is 7 pixels
too large.
With the vertical kruler window (and the "0" on top), the distance shown
is 7 pixels + height of the title bar too large.
Tested with twm 1:1.0.1-4 and fvwm 1:2.5.18-2, the latter with various
border/handle widths.
