Bug#348427: kate: Toolbar regression: non-existant buttons, in toolbar but not in list, etc.

It seems that kate merges the "Main Toolbar <kate>" and "Main Toolbar 
<KateViewPart>" to create it's toolbar.  I don't understand the two Open... 
actions, and I also don't remember the file-selector action, but I also 
don't use kate that often.
