Text in HTML pages shown by Konqueror appears very large by default.  I
have the default font size set to 11.  I can change it to whatever I
want---the actual font size doesn't change.

Wolfgang,

I'm sorry to jump into this bug so late, but maybe it will help someone else 
if you've already figured it out.

The konqueror Settings -> Configure Konqueror ... dialog is somewhat 
confusing at times because it configures both konqueror file manager 
settings and web browser settings.

Settings -> Configure Konqueror ... -> Appearance -> Font size  sets the 
font size for konqueror as a file manager.
Settings -> Configure Konqueror ... -> Fonts  contains font settings for 
konqueror as a web browser.

So, to change the default font size for konqueror as web browser, you need 
to change it in the second location rather than the first.
