Because kdebase should provide the "base components from the official KDE 
release". If this is interpreted as meaning that it should provide the 
upstream kdebase module (except for development stuff), like the package 
name, other dependencies and the kde metapackage's description suggests, this 
includes kdm. The only way to make sure that kdm is provided is to depend on 
it.
