Bug#397057: kdebase-data: KControl and KInfoCenter are empty

When launching either KControl or KInfoCenter (and maybe others) the
settings list on the left side of the dialog is empty. This is on a
freshly installed system.
When starting KControl I get this warning:
kcontrol: WARNING: No K menu group with X-KDE-BaseGroup=settings found !
Defaulting to Settings/
And with KInfoCenter, these ones:
kcminfo: WARNING: No K menu group with X-KDE-BaseGroup=info found !
Defaulting to Settings/Information/
