Hi!

For us non-KDE users who just happen to use the occasional KDE tool
and are thus, due to dependencies, forced to have this package
installed, it would be very convenient to be able to somehow prevent
artsd from ever being started - maybe an option in /etc/defaults or
something similar.

You can either run kcontrol and desactivate the sound system 
in "sound/multimedia" > "sound system", or put the following 2 lines 
in /etc/kde3/kcmartsrc : 
[Arts]
StartServer=false
