I had the same problem on my stationary computer, but not on my laptop. The
difference between them was the existence of /etc/X11/xkb on the stationary
one. So I just deleted it, and after that it was OK. The keyboard layouts
have moved to /usr/share/X11/xkb, and I guess KDE checks for the
existence of /etc/X11/xkb to decide which directory to scan for keyboard
layouts.
