Bug#375887: qt3-designer should install symlink in /usr/share/qt3/bin

Hi,
qt3-designer needs to put a symlink into /usr/share/qt3/bin as
/usr/share/qt3 is what is used as QTDIR with various applications and
they expect designer to be under QTDIR/bin. The symlink also needs to be
designer, not designer-qt3.
