Bug#361089: kdm does not respect system locale set in /etc/default/locale

The configuration of the system locale has been moved from
/etc/environment to /etc/default/locale.
You should add
session required pam_env.so readenv=1 envfile=/etc/default/locale
to /etc/pam.d/kdm. Take a look at /etc/pam.d/login for details.
