Bug#358201: kopete: ignore option for icq not found

Kopete 3.5.1-2 does not seem to have an "ignore user" option any more.
Upstream is not willing to support this six week old version which is
part of currently released KDE. All they say on IRC "0.11 is old, use
0.12".
