In fact, fr_FR.UTF-8@euro (as well as all xx.UTF-8@euro locales) does not
exist anymore, because utf8 already natively contains the euro symbol. It
was just confusing.

That's your real problem : KDE apps does not look up LANG/LC_* variable, it
seems.
Is bug 279908[0] the same as your problem ?
