It seems to me that the hotplug script is invoked by udev instructed from the
rules in /etc/udev/logitechmouse.rules that states for instance
SYSFS{idProduct}=="c00e", SYSFS{idVendor}=="046d",
RUN+="/etc/hotplug/usb/logitechmouse"
