Bug#347941: Problem with Cedilla(ç) in KDE to pt-BR.UTF-8

When i configure my locale to pt_BR.UTF-8, the character cedilla(ç), a
combination of acute + c (' + c), return "ć". If i set my locale to
pt_BR(.ISO-8859-1), this combination of acute more c return "ç", that is
the correct.

Asking to friends that use other distributions, like fedora and
mandriva, they haven't problems like this. In freeBSD, other friend made
a patch, avaliable in:

My machine is a debian sid, kernel 2.6.15-1-686, xorg 6.9, kde 3.5.0,
libc6 2.3.5 and locales 2.3.5 too.
