OK, so I noticed a few things, and my initial assessment of the bug is wrong. This bug looks a lot like #325782, but isn't fixed even though #325782 is. It appears that without libqt4-dev installed the following behavior occurs. On the first launch, designer starts without knowing anything about its templates or widgets.
