OK, so I noticed a few things, and my initial assessment of the bug is
wrong. This bug looks a lot like #325782, but isn't fixed even though
#325782 is.

It appears that without libqt4-dev installed the following behavior
occurs. On the first launch, designer starts without knowing anything
about its templates or widgets. On the second launch, it looks perfect.

This may have nothing at all to do with libqt4-dev.
