Bug#322298: konqueror: Would like per-tab support for 'proxy enabled' and other toggles

I think this would be great to have; not having its own set of proxy
settings but an option to disable/enable proxy *just* for a tab. Also
disable/enable cache, and image animation, just off the top of my
head. There might be other toggles this would make sense for.
