Bug#308995: konqueror: web shortcuts: incorrect encoding

My Konqueror installation has, for example, the following default
shortcut defined:

    Search Provider Name: Google

    Search URI: http://www.google.com/search?q=\{@}&ie=UTF-8&oe=UTF-8

    URI Shortcuts: g,gg,google

    Charset: utf8

Now, if I enter the following address on the location bar:

    g:föö

I get forwarded to:

    http://www.google.com/search?q=f%C3%B6%C3%B6&ie=UTF-8&oe=UTF-8

which looks fine. However, if I hit ctrl-O to open the "Open Location"
dialog and enter:

    g:föö

I get forwarded to:

    http://www.google.com/search?q=f%F6%F6&ie=UTF-8&oe=UTF-8

which is clearly incorrect; the search term is encoded as if it was
Latin-1.
