Yes, a reason exists, and is a bit sad. On April 24th, I prepared a
new upload of kdenetwork. Before uploading, I reviewed the list of
bugs [1], to see if there were any that could be fixed with a small
patch.

On April 6th, you mailed [2] this list mentioning the problem, but as
it was a normal mail and not a bug report, it didn't show up in the
list of bugs I consulted, so it didn't make it. If my memory was
better, perhaps I would've remembered the mail; but it isn't, and the
same happens to other developers, so please use the BTS whenever
possible (unless we ask otherwise, e.g. for experimental packages).

Probably the next upload will carry a fix for this bug, but we can't
tell you when such upload will happen.
