Bug#302497: kpilot: Kpilot time conduit tries to set time on PC rather than the handheld

When the time_conduit is enabled, kpilot attempts to set the clock on
the PC and never sets the time on the handheld. The pertinent section
of the hotsync log is:

(not implemented)
