Bug#302497: kpilot: Kpilot time conduit tries to set time on PC rather than the handheld

When the time_conduit is enabled, kpilot attempts to set the clock on
the PC and never sets the time on the handheld. The pertinent section 
of the hotsync log is:

20:36:09 [Conduit time_conduit]
20:36:09 Setting the clock on the PC from the time on the handheld
20:36:09 The system clock was not adjusted to Thu Mar 31 20:36:06 2005
(not implemented)
