apt-get update and apt-get upgrade and apt-get dist-upgrade are making
the following problem:

A lot of packets is kept back, mostly KDE related packets.

When I try to install such a kept-back-package manually with
apt-get install <packagename>
in most cases it depends from kdelibs4 which is reported as to be out of
date, but not updated via apt-get.

What should I do? What am I doing wrong? What is wrong here?

Since kde 3.2 has passed from the archive, this bug is almost certainly no 
longer relevant. If you have any other problems upgrading KDE, please 
file a new bug.
