I don't think a bug about the missing xfonts-konsole is necessary - konsole 
already recommends xfonts-konsole, and the recommended package manager for 
new installs (aptitude) as well as the old recommended package manager 
(deselect) both install recommended packages by default.  As Adeodato 
pointed out, it would be against Debian policy if konsole depended on 
xfonts-konsole.

I agree that it would be great if fontconfig enabled bitmap fonts by 
default.  See bugs 197872 and 232213 against fontconfig regarding that.  I 
recently asked a question in one of them, though, and got no response, so 
I'm not sure how successful you can be.
