Bug#285883: kpf: KPF can't serve files with national characters?

I've got a filename containing a 0xe5 character that I try to serve with
KPF. When viewing its directory in the webbrowser (firefox) its name
looks correct, but the URL to the file is like this:
http://localhost:8001/Demol%ffffffffffffffe5tar
and KPF complains about the file if one tries to follow the link.
Using the URL:
http://localhost:8001/Demol%e5tar
makes it possible to retrieve the file.
