I think the actual guarantee we usually use in KDE is to require a kdelibs of
the same or higher micro-release. So kdebase 3.3.2 should work with kdelibs
3.3.3 and 3.3.2 but not necessarly 3.3.1.
For arts you can mix any versions since 3.1.
