Bug#247407: different problem - install menu-xdg

I think the package you want is menu-xdg. It provides menu methods so that
non-kde programs show up in a submenu of the debian menu. I don't know
what it does when a package is installed or removed, but if it doesn't do
the right thing, then the bug is in menu-xdg, not kdebase.
I think, as Richard wrote later, the bug is in ui_standards.rc somehow being
missing.
Does anyone know if that was at one time a conffile of a package other than
kdelibs-data, or if it was possible at any time to have kdelibs4 installed
without kdelibs-data? packages.qa.debian.org is not responding for me
right now, so I can't check changelogs of older versions there.
