currently KDE packaging practice is: the binary package with the same
name of the source package is a dummy package which depends on *all*
the binary packages generated by that source package. that is,
installing those packages will pull *everything*.
only exceptions, at the moment, are kdenetwork not depending on ktalkd
and lisa (for security reasons, IIRC) and kdebase not depending on kdm
or xfonts-konsole (as per policy). note that we are very reluctant to
add exceptions, and only do so when strictly necessary; otherwise,
after we remove kpersonalizer we'll have some other user asking for
ktip or ksysguard, which aren't "integral components" either.
currently, the recommendation to users which are unhappy with the
situation is to remove the offending packages algong with the
corresponding dummy package. for you, that would be:
# apt-get remove kpersonalizer kdebase
