Bug#277726: kwin: some gnome based applications do not obey window placement policy

Not too sure to report the bug here, but I'm guessing
since kwin manages the 
window placement policy.

For some gnome based applications, e.g. mozilla and
scribus, the new windows 
created do not obey the window placement policy (smart
placement in my case) 
set for kwin. The newly created windows always appear
on the upper left 
portion of the desktop, covering each other.
