I think that the kate package should suggest or recommend konsole. 
Konsole is needed if you want to use the builtin konsole in kate
(if you don't it runs fine without).
Had quite a hard time finding out that kate did require konsole.

  hi, it seems that the current kate package (3.3.0a-1) suggests konsole:

    $ apt-cache show kate | grep Suggests
    Suggests: aspell | ispell, kate-plugins, khelpcenter, konq-speaker, konsole

  I'm closing the bug, then.
