Bug#257917: kdeprint: "stopped" printers (after print error) cannot be restarted

my users, whom i have not given permission to change any printer
settings for obvious reasons [they will only break the settings],
cannot reset a CUPS printer after it goes wrong.

looking in the cups.conf file, i note that the printer's status
is changed to "Status: Stopped".

i have been looking for a way to reset this and i cannot do so without
going in as root and manually editing this file and changing it to
"Status: Idle".

this is a bit of a mehr.

i am reluctant to give users full access to destroy print jobs, add
random printers and generally dick about with the useability of the
printers.

i cannot _quite_ believe that there is no way for them, however, to
reset the printer.

or, for that matter, for the printer to automatically sort itself out
[e.g. try again]

what is the solution?
