Bug#256690: [Dummy bug] kdelibs must not propagate to testing before qt3 3:3.2.3-3

Martin Loschwitz has uploaded 3.2.3-4, which bumps its shlibs. The 
question now is whether or not kdelibs and kdeartwork, etc. should be 
rebuilt against the new Qt, or whether they should just be stuffed into 
Sarge when 3.2.3-4 is ready.
