There's a start-up tip for kgpg that says you can start it with 
kgpg -k 
on the command-line if you just want to work with key management. 

However, it is not listed in the --help, and it doesn't work here:
kjetil@owl:~> kgpg -k
kgpg: Unknown option '-k'.
kgpg: Use --help to get a list of available command line options.

The wanted option seems to work in 3.2.2, which I currently have from 
sid and sarge, and therefore, I'm closing this bug.
