When you select a contact, you have Edit -> Select Cryptography
Public Key. It's available in the context menu, too. Then, all
outgoing messages to that contact are encrypted using that key
(kopete marks them as being sent encrypted).

Do you understand correctly how PKI works? I mean, do you think you
need a passphrase to encrypt using somebody else's public key?

    HTH.

P.S.: It seems that you should close this bug. At least, the Crypto
    plugin is working fine here.
