As indicated by the previous replyer, your proposed solution is wrong.
There is a real bug here, however, namely that the lan:/ tree should
not be visible in the konq sidebar unless kio_lan is installed.  We
could solve this by making konq depend on lisa, but this is not a good
idea imho.  Therefore, this is an upstream issue, the problem being
that the lisa.desktop belongs in kdenetwork/lanbrowsing, not in
konqueror itself.  I have forwarded this bug upstream.
