Bug#212212: kdebase-bin: /usr/bin/kcheckpass has to be SUID root

Unfortunately, it is not an official Debian package. There is a Debian package 
available from "realbodo" (I forgot the exact name) but that didn't work for 
us. Thus, I created a Debian package on my own.

I'm sorry. I supposed that it is not there because it is not in a user's path
because it is in /sbin. So, I was just wrong, I have it.
