James already replied with the specific details of this package.

More generally, Description is a field of binary package stanzas; as all
such fields, it gets generated at package build time and can therefore
be changed *during* build.  In that respect, it is not much different to
Depends or similar fields, which we use to fill with possibly
arch-dependent information (such as ${shlibs:Depends}).
