Bug#815011: The default pdnsd conf files have two outdated root DNS server IPs

1. Current pdnsd-recurse.conf and pdnsd.conf have two outdated root server IPs.
Based on descriptive Wikipedia
(https://en.wikipedia.org/wiki/Root_name_server) and not so
informative IANA page (https://www.iana.org/domains/root/servers), the
following IPs have changes:
D: 128.8.10.90 -> 199.7.91.13
L: 198.32.64.12 -> 199.7.83.42

2. It is not clear why some of the root servers are commented out. Can
you please add description for such decision?
For me, it seems more logical to disable only not distributed
non-anycast servers:
* B: 192.228.79.201 (USC-ISI)
* H: 128.63.2.53 (U.S. Army Research Lab)

3. Please consider using the list below as the default for root servers:
