Bug#436761: tramp fails with wholenump error on xemacs21

Using the xemacs21 package in unstable:
ii  xemacs21       21.4.20-2      highly customizable text editor

Tramp fails to open a remote file via scp erroring out with:
"Symbol's function definition is void: wholenump"
When loading a path like:
/[scp/example.com]/foo/bar/baz.txt
