Remove the copyright statement of the DPN source code

Hi,
I was wondering if we could just remove the license and copyright
statement out of the DPN source: it's not send with the mail nor
available in HTML source of the website (which is already covered with
another license if I'm not mistaken).
As an editor, I just find it's an annoying amount of lines between the
title and the content, and also noticed that it may confuse people who
contributes and add their name to the copyright, and may forget to add
their name to the “editor” line too.
As the "historic" reason (avoiding of license problems, when the DPN was
still edited in the Debian wiki) are no longer met, it doesn't seem to
be necessary any more. If noone objects, we may remove these lines in
the next issue.
